Dear Precinct,

Most of you would have received emails and flyers from Randwick City Council about the "Let's Chat" forum to be held at 6.30-7.30pm on Monday 25th June at Prince Henry Centre.  I received a number of calls as to what this is all about, and how it relates to the La Perouse Precinct.

On 27th April 2018 we were notified by the General Manager that "after discussion with the Mayor and the Ward Councillors, it has been determined that Council will not recognise the La Perouse Precinct until such time that the precinct executives" ... "sign and acknowledge that ... they are Council officials".

The La Perouse Precinct Community on the other hand does not wish to be run by Council officials, and its long held position on the matter has been made clear to Council by way of three separate and unanimous resolutions: 35/15 dated 03/11/2015, 41/15 dated 07/09/2015 and 16.06 dated 01/02/2016.

We are not aware of any legislation that requires our executives to agree to being Council officials.  Our executives are of the view that they are bound by Precinct resolutions.  Council has chosen not to negotiate with the precinct community on the matter.  Instead it has decided to not recognise the La Perouse Precinct altogether and have its own meetings.  One could argue that Council could not legitimately run its own precinct meetings and hence has chosen to call its meetings "Let's Chat" forums instead.

The first Let's Chat forum for La Perouse Precinct Community was held on Monday 9th April 2018, an hour before La Perouse Precinct was scheduled to hold its meeting.  Those who attended that forum would recall that when the car hoons and antisocial behaviour issue was raised, a Councillor was quick to tell the residents to raise this at precinct meetings, and said that's what precincts are for.

We took the issue on board and Senior Constable Tony Grech was due to address our June meeting but could not make it for operational reasons.  Superintendent Karen McCarthy will be addressing the issue at the forum on Monday.  I encourage you all to attend this forum on Monday to have your say.  I certainly will be attending, and report to you at our next meeting to be held at La Perouse Public School the following Monday, 2nd July 2018 at the usual time of 7pm.

We value your participation and feedback.  We will endeavour to present your views as an independent voice of the La Perouse Precinct Community.  We thank you for your calls and emails of support of late.  On a positive note, I am pleased to annnounce that we will soon have a very experienced and well respected former councillor on board to support us and guide us through the community consultation process.
