Dear Precinct,

Further to the notice of meeting, I like to update you with background information on the agenda items.

1.  Antisocial behaviour (car hoons) within the precinct and surrounds.

Two South Ward councillors responded in relation to first agenda item.

A South Ward councillor indicated he will not attend our meeting.  He said he and his running mate had won "55% of the popular vote at the recent local elections" and that "my (his) presence would give your group (the La Perouse Precinct) legitimacy". 

The second South Ward councillor indicated he felt unwelcome at our meetings because according to him the third South Ward councillor was 'gaged (sic)' by the Chairperson at the March meeting.

Those who were at the meeting will recall a Councillor repeatedly refused to abide by meeting procedures set out clearly at the start of the meeting, and the Chairperson had little choice but to stop the Councillor from being heard, that which the Chairperson did without fear or favour.

Those who attended the recent Let's Chat Forum at Prince Henry Centre will recall residents being advised to raise the antisocial behaviour issue through their Precinct.  The La Perouse Precinct has responded to this call and organised for the issues to be discussed with a representative from Local Area Command and also invited State and Federal members of parliament to the meeting.

It was explained to councillors that our meeting would provide an excellent opportunity for councillors to work with the La Perouse Precinct Community to address the ongoing problem and provide some relief to members of the Precinct most affected by the menace.

2.  Relationship between Precinct and Randwick City Council.

Council is well aware from 2015, and has acknowledged, that the La Perouse Precinct has consistently declared its position (by way of unanimous resolutions) against its executives being appointed Council Officials by binding them to Council's Code of Conduct.  Council's opening statement on its website on precinct committees, states "precinct committees are resident-run groups".

On 27th April 2018, after having failed to remove the duly elected Chairperson of the Precinct, the three South Ward Councillors in collaboration with the Mayor and the General Manager declared they no longer recognise the La Perouse Precinct.

On 2nd May 2018, Council refused to print our flyers for the May meeting.  We did it on our own and conducted the meeting at Prince Henry Centre where we always hold our meetings.

On 28th May 2018, Council refused to allow us to hold any further meetings at Prince Henry Centre unless we pay for the hire of the venue at $360 per meeting.  Compare this with the $400 per year funding provided by Council to precincts.

On 31st May 2018, a South Ward councillor declared he will not attend Precinct meetings because that would give the La Perouse Precinct Community legitimacy.

Today I discovered that Randwick City Council's website states in relation to La Perouse Precinct "No meetings scheduled" and also that "The La Perouse Precinct is no longer operating".

We have meetings scheduled and we are operating.  We will be discussing our response at tomorrow's meeting.
